Vista Support Workaround
Answer:
For those having trouble with Vista there is a possible workaround. In Vista the local administrator account is able to do things that the regular administrators can't do. By creating a shortcut to the navigator app using a runas command as the local administrator will allow it to run. Here's the command I am using (It will prompt for the local administrator password so make sure the account is enabled and has a good password). Just put this command into the target of a shortcut on your desktop.
